Kent State nursing for Vermont nurses
Can a Vermont nurse sign up for one of Kent State's online nursing programs? Not today: Vermont is missing from every approved-states list, the RN-to-BSN included. For a Kent State student who moves there, Vermont adds a preceptor rule narrower than Kent State's own, since the Board there bars physician assistants from precepting APRN students.

Vermont's entry on Kent State's lists
Kent State posts enrollment and licensure answers on different pages. As of September 24, 2026, Vermont misses all seven enrollment lists, yet the licensure page files Vermont under MEETS for every APRN program.

A MEETS answer concerns a Vermont license after you finish, not permission to study from Vermont, and Kent State's concentration pages still list out-of-state licensure as undetermined, so confirm with the college before acting on it. The mostly online NP concentrations publish no answer for anyone outside Ohio. Every program's state list is on approved states.
Vermont's preceptor rule for APRN students
Vermont's Board answers the preceptor question in its FAQ. Only two professions qualify to teach an APRN student in Vermont, APRNs and physicians. The Board also asks for an active, unencumbered Vermont license, experience matching your intended role and population focus, and close work with your school's faculty. A PA, however experienced, is not on that list.

Program approval, and a gap in Vermont's rules
Vermont's nursing rules took their current form on May 11, 2023. Part 5 requires Board approval for anyone running a nursing education program in the state, with one carve-out: programs delivered entirely online and approved by Vermont's Agency of Education, a path set by 26 V.S.A. 1584. No rule, Board FAQ or statute turned up that addresses a school from another state sending students to Vermont clinical sites.
Section 1583(2) of the same title exempts students from licensure while they practice as part of study in a Board-approved program. Kent State's state authorization office is the place to ask how that language reaches a Kent State practicum; Kent State's SARA participation, dating from 2015, stops short of nursing-board matters.
A new NP's first two years, and Vermont's hospitals
AANP calls Vermont full practice, with a probationary stretch for new NPs: they sign a collaborating agreement with a physician or APRN holding a Vermont license, and keep it until they have logged both 24 months and 2,400 hours of practice.
The state's population is spread thin. Greater Burlington, Vermont's lone metro, counts roughly 228,000 people; the Rutland area and the Vermont side of the Lebanon-Claremont region together hold under 150,000. Hospital care centers on the University of Vermont Health network (Porter Medical Center, UVM Medical Center and Central Vermont Medical Center). Rutland Regional Medical Center is another major hospital, and Southwestern Vermont Medical Center belongs to New Hampshire's Dartmouth Health. Mentioning them implies no Kent State arrangement.
Licensing, and what to do before a move
Vermont started honoring multistate licenses on February 1, 2022. Under Rule 4.1 of the Board's rules, a nurse whose multistate license comes from another compact state can work in Vermont on it until Vermont becomes home; from then on a Vermont license is needed, and it is also the license Kent State expects for practicum there. The APRN Compact has no Vermont enactment. Kent State's proof deadlines are on RN license for practicum.
An enrolled student should reach the Office of Student Services before moving, as Kent State requires. Could a Vermont nurse take the RN-to-BSN instead?
No. Vermont is not among the 30 RN-to-BSN jurisdictions, although three New England neighbors are: Maine, New Hampshire and Massachusetts. Kent State would also require your RN license in the state where the program's practica take place, which for a Vermont resident is Vermont.
Are Vermont's nurse preceptor grants still available?
No source shows them running after fiscal year 2023. The money, a one-time appropriation under Act 183 of 2022, went to critical access hospital nurses in Vermont who taught students from Vermont's own nursing schools, so out-of-state programs were never part of it. Kent State gives preceptors its own benefits, including continuing education through PreceptED.
What if I relocate to Vermont partway through a Kent State MSN?
Report the move to the Office of Student Services without delay. Kent State decides whether you may continue, and its approved-states page warns that some states' laws make practicum courses impossible to offer. Keep your license current for Vermont, and hold off on scheduling Vermont preceptors until Kent State answers.
Do Kent State's NP programs lead to a Vermont APRN license?
Kent State's licensure page places Vermont under MEETS for the MSN NP concentrations and AGCNS, and for their post-master's certificates. Those same concentration pages say no decision has been reached beyond Ohio, so get the Office of Student Services to confirm before relying on it.
