Kent State's two answers for New York
Kent State answers the New York question on two pages. Approved States for Online Learning, which sets where each online program enrolls, leaves New York off all seven lists. A few program pages still speak of an undecided licensure status beyond Ohio, an odd fit beside a table this plain. Take the table as current, and get a direct answer from the Office of Student Services in Henderson Hall before applying or moving.
New York's registration rule for clinical rotations
Nursing in New York is overseen by the State Education Department (NYSED), through its Office of the Professions and the State Board for Nursing. Under NYSED policy, an out-of-state or online nursing program may place students in New York clinical rotations only after NYSED has registered or approved it. Military and VA facilities run by the federal government are the sole exception.
NP programs face a stricter version: NYSED must register the NP program itself, and cautions that rotations taken outside a registered program may break the law. NYSED also treats any clinical placement as a physical presence in the state, which means a SARA member still needs the Office of the Professions to approve or exempt it. Kent State has belonged to SARA since 2015, but SARA leaves nursing boards to set their own terms.
Nurse practitioner practice and preceptors in New York
AANP scores New York as full practice, with one catch for anyone recruiting a preceptor: until an NP logs 3,600 hours of practice, they work with a collaborating physician under a written agreement and protocols. Kent State counts preceptor experience in years (at least one in the population focus and role) while New York counts hours, so check a newer NP against both.
For scale, New York City's metro holds about 13 million New York residents and systems such as Mount Sinai, Northwell Health, NYC Health + Hospitals and NewYork-Presbyterian. Upstate, UR Medicine anchors Rochester, with the Buffalo and Albany areas nearby. A rotation at any of them would still need NYSED's rule satisfied first.
Your license, and a move to New York
New York remains outside the Nurse Licensure Compact, with no joining bill pending. Nurses licensed in other states work through NYSED's own licensing checklist, since a multistate license issued by Ohio, or by any compact state, confers nothing in New York. Albany has not adopted the APRN Compact either. Questions Kent State students ask
Does Kent State accept New York residents into its online PMHNP or WHNP?
Not under Kent State's current approved-states page, which omits New York from the PMHNP, WHNP and every other online list. The licensure table also rates both NP programs DOES NOT MEET for New York. If you are still weighing an application, ask the Office of Student Services, since a few program pages call the licensure picture undecided.
Is the Kent State RN-to-BSN open to New York nurses?
No. Its list covers 30 jurisdictions, Pennsylvania, New Jersey, Connecticut and Massachusetts among them, and New York is not one. The RN-to-BSN leads to no new license, so it is missing from the licensure table and enrollment is the only test. New York does not pass it today.
Would a VA hospital in New York get around NYSED's registration rule?
NYSED's rule carves out federal military and Veterans Affairs facilities, but that answers only New York's side. Kent State's approved-states list, licensure disclosure and affiliation-agreement rule would all still apply, so a VA site needs Kent State's approval like any other.
