Kent State nursing from Utah: status, rules and next steps
Kent State lists Utah for none of its online nursing programs, from the RN-to-BSN up to the post-master's DNP, so enrolling from a Utah address is closed for now. Utah is also one of the states whose rules spell out what an out-of-state school must prove before its students train there, and it is among the few that have enacted the APRN Compact.

What Kent State lists for Utah
The approved-states page names states program by program, and on September 24, 2026 Utah appeared on none of its seven lists. Kent State's only stated reason is general: some state laws make practicum courses impossible to offer. The licensure disclosure is a separate matter, and there Utah reads MEETS for every APRN program.

Because the concentration pages still describe licensure outside Ohio as undetermined, check any MEETS entry with Kent State before planning around it. Eligibility for the mostly online NP concentrations is unpublished for every state beyond Ohio; the Office of Student Services is the place to ask. States where the disclosure says DOES NOT MEET are covered on licensure disclosures.
Utah's conditions for nursing programs based elsewhere
Rule R156-31b-609 of Utah's administrative code targets nursing schools headquartered in other states that want to send students into Utah facilities for clinical or practicum experience, and it treats pre-licensure and graduate programs the same way. Utah's licensing division and its Board want four things settled first.
- Standing at homeThe school's own state board has approved it, and an accreditor with U.S. Department of Education recognition accredits its nursing program.
- Faculty ties and licensesFaculty are the program's employees, attached to an institution of higher education, qualified under accreditor and home-state rules, and licensed in Utah or a compact state if they oversee students in person.
- Preceptor and site selectionThe school shows how it picks and oversees faculty, preceptors and clinical sites. Utah counts only preceptors whose license is in good standing and issued by Utah or another compact member.
- An August 1 filing each yearThe school reports its Utah placement numbers, attests to the licensure of its in-person faculty and preceptors, and verifies that accreditation is current.
All four are the school's job. Kent State's SARA membership, dating to 2015, authorizes the online program but leaves board rules like Utah's untouched; clinicals outside Ohio explains that split.
Full practice from Ogden to St. George
AANP puts Utah in its full practice category, meaning nurse practitioners need no physician agreement to practice, so NP-led clinics join hospital services as possible practicum settings. The Salt Lake City-Murray metro is home to about 1.3 million people, Provo-Orem-Lehi to about 770,000, Ogden to about 670,000 and St. George to about 210,000.
Intermountain Health leads Utah hospital care, followed by University of Utah Health and HCA's MountainStar Healthcare. Listing them signals nothing about Kent State; a site counts for hours only once it holds a College of Nursing agreement. Utah records no state preceptor incentive, so a Utah preceptor weighs Kent State's own perks, continuing education through PreceptED among them.
Two compacts, both law in Utah
Utah began recognizing multistate RN licenses on January 19, 2018; Ohio started on January 1, 2023. Under Kent State's rule, a Utah resident doing practicum in Utah needs an unrestricted Utah RN license, multistate or single-state. On March 24, 2022, Utah enacted the APRN Compact, and with Wyoming, Delaware, South Dakota and North Dakota makes five enacting states; the compact does nothing until seven adopt it. Moving to Utah during a Kent State program
Contact the Office of Student Services while the move is still a plan. Kent State wants any relocation, or any intention to practice elsewhere, reported at once, and it decides whether your studies can continue from Utah.

Questions Kent State students ask
Can I study in Kent State's online RN-to-BSN from Utah?
Not at present. The RN-to-BSN enrolls from 30 jurisdictions, more than any other Kent State online nursing program, and of Utah's six neighbors only Arizona made that list. RN-to-BSN students must also be licensed as RNs in whichever state their practica happen.
Does the APRN Compact mean a Kent State NP graduate can practice in Utah?
Not yet. Utah enacted the compact in 2022, but it switches on only once seven states have joined, and five had as of 2026. Kent State's disclosure marks its NP programs MEETS for Utah; confirm that with Kent State before counting on it.
Do Utah preceptors need a Utah license?
Yes, or a license from another compact member. R156-31b-609 accepts only preceptors whose Utah or compact-state license is in good standing. Kent State then applies its own bar, covering license and certification status, practice experience and employer sign-off. See preceptor requirements.
Who files the Utah paperwork for an out-of-state placement?
The school does. Utah's rule addresses the program, which proves its approval, accreditation and faculty licensing to the Division and the Board and files the August 1 report. Your part is timing: tell Kent State early where you hope to train so the college has room to act, and follow its answer.
