One conflict to settle: Kent State's APRN program pages still claim no determination on licensure outside Ohio, so confirm the MEETS results with Kent State before enrolling. The FNP, AGPCNP and AGACNP, each with some Kent Campus sessions, carry no published Kentucky eligibility at all; student services can tell you where you stand.
How Kentucky treats out-of-state nursing programs
Kentucky's board keeps its approval power for home-grown schools. The Kentucky Board of Nursing (KBN) regulates pre-licensure programs that originate in the state and neither approves a program based elsewhere nor asks one to seek approval, even when a distant school's only Kentucky footprint is clinical training. RN-to-BSN study is beyond KBN's reach, and graduate study comes under it only when it leads to a license.
There is a statutory safety valve too. KBN cites KRS 314.101, which exempts nurses from other states while they complete a Kentucky clinical rotation, on condition that their school belongs to SARA or is licensed by the Kentucky Council on Postsecondary Education. Kent State's SARA membership dates from 2015. Broader rules: clinicals outside Ohio.
The Kentucky license test for your preceptor
This is Kentucky's distinctive rule. For online MSN and DNP programs that prepare APRNs, KBN wants every Kentucky-based preceptor, and any faculty member supervising students in Kentucky clinical settings, to carry two Kentucky credentials: an RN license and an APRN license, each active and unencumbered. Someone whose home is in a compact state can lean on a multistate RN license for the first, but the APRN license must be Kentucky's, even for an NP who lives in Ohio.
Kent State's own criteria come on top (preceptor requirements). The AANP labels Kentucky reduced practice: qualifying NPs keep two physician agreements covering controlled and non-controlled prescribing unless the Board exempts them, and first-year licensees face employer-setting limits. Kent State's rotation pages want a year or more in the population focus and role, which already excludes an NP in that first year.
Where Kentucky students look, and your own license
Large Kentucky employers include St. Elizabeth Healthcare, UK HealthCare at the University of Kentucky, UofL Health, Norton Healthcare, and Baptist Health, whose footprint reaches southern Indiana. Metro areas run from Louisville and Lexington-Fayette to Bowling Green, plus roughly 475,000 Kentuckians inside the Cincinnati metro. A system's name shows where preceptors work, not whether a site will host you, and hours start counting only once the College of Nursing has an affiliation agreement with the site. We found no Kentucky preceptor incentive.
Your own license follows Kent State's residence rule (license rule): unrestricted, and issued for Kentucky when Kentucky is both home and practicum state. Kentucky's Nurse Licensure Compact implementation date is January 19, 2018, so a Kentucky license can carry multistate privileges. Kentucky has not enacted the APRN Compact.

Is the Kent State WHNP open to Kentucky residents online?
Yes. Kentucky is on Kent State's WHNP list for the MSN and the certificate, and the MSN NP disclosure row, which covers the WHNP, reads MEETS for Kentucky. My would-be preceptor lives in Ohio but works in Kentucky. Which license do they need?
A Kentucky APRN license. Under KBN's guidance for online APRN programs, a Kentucky preceptor holds Kentucky RN and APRN licenses, though someone living in a compact state can use a multistate RN license for the RN part. Ohio joined the compact on January 1, 2023, so only the APRN license has to come from Kentucky.
Can a Kentucky nurse do Kent State's RN-to-BSN online?
Yes, Kentucky is on the RN-to-BSN list. KBN treats RN-to-BSN study as outside its jurisdiction, yet whoever precepts or clinically supervises you in Kentucky still needs an unencumbered Kentucky RN license, unless that person's home is in a compact state. Does Kent State need Kentucky's permission before my clinicals start?
Not from the board. KBN says schools based outside Kentucky need no approval from it, even when clinical training is their only Kentucky activity, and it cites the KRS 314.101 exemption tied to SARA membership, which Kent State has held since 2015. Your site does need an affiliation agreement with Kent State's College of Nursing.
