Keep two cautions in mind. Kent State publishes no state list for its hybrid FNP, AGPCNP and AGACNP, which include Kent Campus time, so ask student services about West Virginia eligibility. And Kent State's APRN program pages still describe licensure outside Ohio as unsettled, so have the MEETS results confirmed before you enroll.
Who oversees out-of-state clinicals in West Virginia
Two agencies share the ground here. The West Virginia Board of Registered Nurses regulates pre-licensure schools alone: a school from another state training pre-licensure students needs the board's approval, through a dedicated out-of-state application, before it uses any West Virginia facility. Graduate and advanced-degree programs get a different referral, to WVHEPC (the Higher Education Policy Commission) plus their national nursing accreditor.
WVHEPC's nursing education and workforce office names just two situations in which an out-of-state APRN or graduate program must get the Commission's approval for West Virginia rotations: the school is not part of NC-SARA, or ten or more of its students land at a single site. Preceptors and prescribing in West Virginia
On the AANP's scale West Virginia is reduced practice: NPs must hold a physician collaborative agreement for three years to prescribe, and a Schedule II narcotic prescription stops at a three-day supply. A Kent State PMHNP student's second practicum calls for a prescriber, so those limits frame what you will observe. The PMHNP and WHNP each add up to 600 practicum hours by course sum, which means planning four practicums, not one.
WVU Medicine, Vandalia Health (home to the CAMC, Mon Health and Davis Health systems) and Marshall Health Network rank among the state's largest systems. The metros are compact: Charleston, Morgantown, the West Virginia share of Hagerstown-Martinsburg, and Huntington-Ashland, which spills into Kentucky and Ohio. Any of them would need a College of Nursing affiliation agreement before hours count. No West Virginia preceptor incentive is on record.
The license you need for West Virginia practicum
Kent State's rule pairs your license with your home: an unrestricted RN license for the state where you reside and train (RN license). West Virginia's rotation guide draws the same line: if West Virginia is your primary home, it expects a valid West Virginia RN license, and a student based elsewhere would bring a multistate license.
West Virginia began honoring multistate licenses under the Nurse Licensure Compact on January 19, 2018, so a resident's own license can carry that privilege. The APRN Compact is a separate matter. West Virginia has not enacted it, and it cannot operate until seven states do.

Yes. West Virginia appears on Kent State's PMHNP list for both the MSN and the certificate, and the disclosure gives MEETS there for the NP concentrations and the NP certificates. Must the WV RN Board sign off before my Kent State clinicals?
The board's out-of-state application is aimed at pre-licensure schools, and the state's nursing education office describes post-licensure programs as outside the board's reach. For graduate rotations the Higher Education Policy Commission is the body that matters, and it requires approval only from schools outside NC-SARA or those sending ten or more students to one site. Kent State belongs to SARA.
Can I use a multistate license for Kent State practicum in West Virginia?
If West Virginia is your primary home, the state's guide calls for a West Virginia license, which can be multistate since the state joined the compact in 2018. Kent State ties practicum to the state where you live, so check with its student services office before planning anything across a border.
