Delaware residents and Kent State nursing
Delaware is missing from every Kent State online nursing list, though two neighbors, Pennsylvania and New Jersey, appear on all seven. Kent State ties an online student's practicum to home, so a Wilmington or Dover address is what decides. Delaware also asks a lot of outside schools: before its students use any Delaware facility, a program must notify the Board of Nursing and file a detailed packet.

Every program's list is on Kent State's approved states, and the full disclosure on licensure disclosures. The APRN program pages still describe licensure beyond Ohio as unsettled, so ask Kent State for a written confirmation of any Delaware result you plan to rely on.
What Delaware's board wants from an outside school
Delaware's Board of Nursing sits in the Division of Professional Regulation, and its education standards cover every kind of nursing program alike. Chapter 1900 of Title 24 of the state's administrative code has an out-of-state school give the board notice ahead of its first use of a Delaware clinical facility, along with:
- evidence the program is approved by its own state's board or nationally accredited
- a copy of every written agreement it holds with a Delaware clinical agency
- the school's own standards for clinical faculty and preceptors
- a roster pairing each faculty member and preceptor with a site
- each faculty member's and preceptor's current license, Delaware-issued or multistate
Facilities need the board's sign-off before any student is placed there, based on forms from the school, and the board can inspect in person. In Delaware's rules a preceptor is a nurse holding a valid license and at least a bachelor's in nursing, and online faculty or preceptors working in a Delaware facility need a license, or practice privilege, at the level the student is preparing for or higher.
Two compacts, one of them waiting
Delaware's multistate licensing began January 19, 2018. The state was also an early adopter of the APRN Compact, signing it on August 4, 2021, but with five enacting states and seven needed, that compact is still dormant and affects no student or new graduate today.
Kent State's rule reads differently: the license on file must be unrestricted and belong to your home state, which is also where your practicum happens. RN license for practicum covers when Kent State wants proof.
From Wilmington down to Seaford
AANP puts Delaware among the full practice states. The northern end of the state belongs to the Philadelphia-Camden-Wilmington metro, whose Delaware share is close to 588,000 people; Dover anchors the middle and Seaford the south. The state's own systems are ChristianaCare, Bayhealth and Beebe Healthcare, and the pediatric system Nemours keeps its Delaware hospital in Wilmington. These are names to start a search with, not hosts committed to Kent State, and each would first need to sign an affiliation agreement with the college.

Why can Pennsylvania residents enroll in Kent State online programs but not Delaware residents?
Kent State gives no reason for any single state; its approved-states page says only that some state laws can make practicum courses impossible to offer. Pennsylvania and New Jersey appear on all seven lists, Maryland on the RN-to-BSN list alone, and Delaware on none. Whether that has changed is a question for the Office of Student Services.
Could I live in Pennsylvania and do my Kent State practicum in Delaware?
Kent State's online programs expect practicum in your home state, under the license that state issued, and admitted students must flag any plan to practice elsewhere. A Delaware site for a Pennsylvania resident would also bring in Delaware's notice rule. Raise the idea with the Office of Student Services and your coordinator before contacting any Delaware preceptor.
Does Kent State's licensure disclosure say its NP programs meet Delaware's rules?
Yes. Delaware shows MEETS on all four APRN rows, master's and certificate alike. That is a statement about licensure after you graduate. Enrollment is a separate list, and Delaware is not on it, so the disclosure alone does not let a Delaware resident start a Kent State online program.
Will the APRN Compact let me practice across state lines after graduation?
Not yet. Five states have enacted it, Delaware among them, and seven are needed before it switches on, so APRN licenses stay state-issued in the meantime. Kent State's promise for its APRN graduates is Ohio-specific: eligibility for national certification and an Ohio APRN license, while other states may add requirements of their own.
