The FNP, AGPCNP and AGACNP, which each require some time on the Kent Campus, have no row on the approved-states page, so nothing public says whether a North Carolina resident may enroll; the Office of Student Services can. The program pages also lag the table, saying a licensure determination for other states is still pending, so confirm the MEETS result before you enroll. Every list: approved states.
What North Carolina's board regulates, and what it leaves alone
North Carolina's nursing board focuses its clinical approvals on students who are not yet licensed. Under 21 NCAC 36 .0233, when an out-of-state pre-licensure program wants a North Carolina clinical site, the host agency's nurse executive files the request with the board a month or more ahead. Graduate education is another matter: the board neither approves nor disapproves post-licensure master's programs from anywhere, and it treats RN-to-BSN and doctoral programs as beyond its reach.
A single graduate step survives. If you hold no North Carolina license and no multistate license, the board wants you to reach its Licensure Department and learn its conditions before any clinical work in the state. SARA helps too: North Carolina joined in June 2016, and the board says clinicals there may be open to students of SARA-approved colleges. Kent State has been in SARA since 2015.
Physician agreements and who precepts you
In AANP's terms North Carolina is restricted: an NP there practices under an agreement with a physician for the whole career, and a joint panel of the nursing and medical boards handles NP licensure. Kent State's preceptor list covers physicians and PAs as well as APRNs, so in a North Carolina practice the NP and the supervising physician may both be worth asking, provided your course's rotation rules allow it.
Course rules come first. PMHNP students need a psychotherapy-experienced mental health provider for Practicum I, a prescriber for Practicum II, and a psychiatric-mental health APRN for at least half of Practicum IV, never at their own workplace; see the PMHNP page. Among North Carolina's big systems are Duke Health, UNC Health, ECU Health, Novant Health and Charlotte's Atrium Health, now part of Advocate Health. The Charlotte metro holds roughly 2.5 million North Carolina residents, with the Raleigh, Greensboro and Winston-Salem areas next.
Your license for a North Carolina practicum
North Carolina's compact start date was January 19, 2018. Since then an RN whose multistate license comes from Ohio or another member state can practice in North Carolina and skips the board's graduate licensing step above. NP licensure there stays single-state, as the state has not adopted the APRN Compact.
For Kent State, the license that matters is an unrestricted one for North Carolina, where you would live and do the practicum. Yes. North Carolina is one of 14 states on the PMHNP list, and the licensure table rates the PMHNP MEETS there. Your four PMHNP practicums happen in person in North Carolina, with preceptors you identify and Kent State faculty approve. Since a program page still calls out-of-state APRN licensure undetermined, confirm with the Office of Student Services first.
Do I need North Carolina Board of Nursing approval for Kent State clinicals?
Not for graduate, RN-to-BSN or doctoral study. The board's advance-approval process under 21 NCAC 36 .0233 is for unlicensed, pre-licensure students. The graduate step it does describe applies only to students without a North Carolina or multistate license. Kent State's own approvals still apply.
Is Kent State's online DNP available in North Carolina?

Can I take Kent State's RN-to-BSN from North Carolina?
Yes. North Carolina appears on the RN-to-BSN list, and coursework is entirely online with no campus visits. Experiential work falls in NURS 43001 and the capstone, NURS 47099, and a license valid in North Carolina, state-issued or multistate, covers Kent State's license requirement. Kent State Online says finishing can take as little as 12 months.
