What an Oregon address means for Kent State nursing students
Kent State's online nursing programs currently enroll no one from Oregon: the state is absent from all seven lists. The limit is Kent State's, not Oregon's. Oregon's board dropped its approval step for out-of-state NP clinicals in 2021, and Kent State's licensure table gives Oregon a MEETS on every licensure program. Oregon's real hurdle is licensing, because it sits outside the Nurse Licensure Compact.

Oregon on Kent State's two state pages
Of the Pacific states, Kent State's approved-states page lists Hawaii for every online program and California for the RN-to-BSN alone; Oregon, Washington and Alaska appear nowhere. The licensure page, which asks a separate question, rates Oregon MEETS for each program it covers.

MEETS does not open enrollment, and Kent State's program descriptions still treat licensure in other states as undecided. The mostly online FNP, AGPCNP and AGACNP, which involve time on the Kent Campus, have no out-of-state eligibility on record. The Office of Student Services gives the answer that counts; our approved states page has every list.
Oregon's board and out-of-state programs
The Oregon State Board of Nursing keeps a notice requirement for pre-licensure programs from other states: PN and RN programs with learning activities in Oregon file one form per track before activities begin and refile it every year. Advanced practice programs are exempt from that notice, and so are programs that lead to no license, a group the board says includes RN-to-BSN programs and MSN or DNP programs outside advanced practice.
For NP and other APRN programs, the board's FAQ gives a plain no to the question of whether its approval is needed to place students in Oregon. That answer is fairly new: the rule that once made NP students from graduate programs elsewhere get prior board authorization for practicums stopped applying on July 1, 2021, when it was repealed. Two conditions stand. Faculty who teach in Oregon must hold an active Oregon nursing license, and a school enrolling Oregon students meets Higher Education Coordinating Commission or NC-SARA authorization; Kent State has held SARA membership since 2015.
An Oregon license, not a compact privilege
Oregon has no Nurse Licensure Compact membership and no bill pending to create one. A multistate license from Ohio or any other compact state therefore stops at the Oregon line, and nursing in Oregon, including a practicum, calls for an Oregon RN license. The APRN Compact has not been enacted in Oregon either.
Kent State's rule points the same direction, since your practicum license must be unrestricted and issued for your home state; RN license for practicum covers Kent State's two conflicting deadlines. A Kent State student planning a move to Oregon should line up that license before any practicum term.
Full practice NPs and Oregon's health systems
Oregon is a full practice state in AANP's ranking, which gives its NPs independent practice authority with no physician agreement required. Large systems there include Oregon Health & Science University (OHSU), Legacy Health, Samaritan Health Services, Kaiser Permanente Northwest, whose region spans Oregon and southwest Washington, and Providence Oregon, part of Renton, Washington-based Providence.
The Oregon share of the Portland-Vancouver-Hillsboro metro is close to 2 million people, far ahead of Salem, Eugene-Springfield and Bend. Each agency decides whether to host a student, and a Kent State student's hours count only at a site covered by a current College of Nursing affiliation agreement.

Questions Kent State students ask
Why can't I enroll from Oregon if Kent State's licensure table says MEETS?
The two pages answer different questions. The licensure table judges whether a program satisfies Oregon's license rules, and it says yes; the approved-states page decides where Kent State enrolls online students, and Oregon is not on it. Enrollment follows the second, so ask the Office of Student Services about any change.
Does Oregon's board need to approve NP clinicals from an out-of-state school?
No, according to the Oregon State Board of Nursing's APRN FAQ. Its old prior-authorization rule for NP students from programs elsewhere was repealed in mid-2021, and advanced practice programs are exempt from the pre-licensure notice. Faculty teaching in Oregon still need an active Oregon license, and the school needs HECC or NC-SARA authorization.
Can I use an Ohio multistate license to work in Oregon?
No. Oregon has stayed out of the Nurse Licensure Compact, so an Ohio-issued multistate license, like any other state's, gives no privilege to practice there. You would need an Oregon RN license, and Kent State's practicum rule likewise expects a license from your home state.
Could an Oregon RN take Kent State's online RN-to-BSN?
Not right now. California made the 30-jurisdiction RN-to-BSN list; Oregon did not. The Oregon board itself asks nothing of RN-to-BSN programs, since they lead to no new license, so the barrier is Kent State's list. Check it again before applying, as the page carries no revision date.
