Kent State from Oklahoma: the RN-to-BSN is open, graduate programs are not
Oklahoma residents have one door into Kent State's online nursing programs, the RN-to-BSN; every online graduate program leaves the state off its list. Kent State's licensure table still rates its NP and CNS programs MEETS for Oklahoma, which matters mostly to a graduate student who relocates there. Below: the lists, the state board's rules for out-of-state programs, and a tax credit for preceptors.

Oklahoma falls in Kent State's RN-to-BSN-only group: the bachelor's completion program lists it among 30 jurisdictions, while the PMHNP, WHNP, AGCNS, Nurse Educator, NAHSL and post-MSN DNP lists leave it out.

The MEETS ratings come from Kent State's licensure page, and the individual program pages, oddly, still say no out-of-state determination has been made. Check with student services before relying on either. Full lists: approved states.
Kent State's RN-to-BSN for Oklahoma nurses
Oklahoma nurses taking the RN-to-BSN never set foot on campus. Two courses carry the hands-on work: NURS 43001, Health Promotion, which includes clinical laboratory hours, and NURS 47099, the capstone, built around a scholarly project. Before the nursing courses start, Kent State wants an active, unrestricted RN license good in the state where you will do that work, which for an Oklahoma resident means an Oklahoma or multistate license.
Who lines up the RN-to-BSN practice site, and how many hours it involves, are details Kent State leaves unpublished, so raise them with the college's advising office early. Sites decide whether they want a background check or immunization paperwork from RN-to-BSN students, and their dress code applies. Oklahoma's board rule for out-of-state programs is silent on bachelor's completion programs. The course roadmap is on our RN-to-BSN page.
Oklahoma's rules for out-of-state nursing programs
Under OAC 485:10-5-12, an out-of-state program preparing students for a first nursing license needs the board's advance permission. It must hold full approval from another member board, place students under faculty licensed in Oklahoma without encumbrance, sign a written clinical affiliation agreement, and follow board policy on precepted experiences.
Subsection (c) treats graduate NP students differently. An RN enrolled in an APRN program based elsewhere may skip the permission step if three conditions hold: the student is licensed, without encumbrance, to practice registered nursing in Oklahoma, the program's faculty lead for the clinical component holds an Oklahoma license, also unencumbered, at the taught level or higher, and the program meets the board's APRN education standards. Kent State controls the faculty piece, not you, so a graduate student's move here needs Kent State's review first.
Supervised prescribing and a preceptor tax credit
AANP rates Oklahoma restricted: an NP must document physician supervision for prescriptive authority over 6,240 hours, and Schedule II drugs are off limits to NP prescribers. Large systems include Hillcrest HealthCare System, INTEGRIS Health, OU Health (the University of Oklahoma's academic health system), Saint Francis Health System and SSM Health's St. Anthony hospitals. The Oklahoma City and Tulsa metros each top a million people.
Oklahoma also rewards preceptors through its income tax. The Preceptor Tax Credit Program, set up by HB 3351 in 2024 and administered by the state's Health Care Workforce Training Commission, credits Oklahoma-licensed physicians, PAs and APRNs who practice primary care in the state and teach APRN, PA or medical learners. Claims are first come, first served within available funds, up to 10 rotations of 160 hours a year, and the nonrefundable credit carries forward five years across tax years 2026 through 2035. The published description names no limit to Oklahoma schools' students; the Commission rules on eligibility.

Multistate licenses have been available from Oklahoma's board since January 19, 2018, the state's start date under the Nurse Licensure Compact, so an Oklahoma multistate license also covers practice in the other compact states. Questions Kent State students ask
Can I do Kent State's online FNP or PMHNP while living in Oklahoma?
Not the PMHNP: Oklahoma is missing from its list. The FNP is one of three mostly online NP tracks, with some Kent Campus attendance, that are absent from the approved-states page, and Kent State has not published who may enroll in them from out of state. The Office of Student Services can answer for your situation.
Do Kent State RN-to-BSN students need Oklahoma Board of Nursing permission?
The board's permission rule targets out-of-state programs leading to initial licensure and APRN programs; bachelor's completion programs for licensed RNs are not mentioned. What binds you is Kent State's admission rule, an unrestricted RN license for the state where you complete the practica, plus whatever the host agency requires.
Would precepting a Kent State student earn Oklahoma's preceptor tax credit?
Possibly. The credit covers Oklahoma-licensed primary care clinicians who precept APRN, PA or medical students in 160-hour rotations, and its published text names no restriction to Oklahoma schools. With Kent State's Oklahoma enrollment limited to the RN-to-BSN, it mostly concerns graduate students Kent State clears to train here.
I'm a Kent State graduate student moving to Oklahoma. What now?
Call the Office of Student Services before you pack: Kent State has its MSN and DNP students report any move or plan to practice in a new state at once. Oklahoma is on none of the graduate lists, and its APRN clinical rule requires Oklahoma-licensed faculty oversight, so Kent State decides whether you continue.
